The Autonomous Prison Police Union (SAPPe) has expressed gratitude for the arrest of the third detainee who escaped from the juvenile prison of Casal del Marmo in Rome. However, this event underscores the urgent need for a reform of the juvenile penal system, which has been managed unsuccessfully, according to SAPPe’s Secretary General, Donato Capece.

The Need for a New Management of the Juvenile Penal System

Capece emphasizes that the juvenile penal system requires a new direction. “The juvenile prison institution performs delicate tasks daily and needs a leader who fully understands the role of the Prison Police Corps,” says Capece. “Bureaucrats are not enough to handle such complexities.”

Proposals for Reforming the Penal System

SAPPe wishes to contribute constructively to the reform of the system and hopes to meet with Justice Minister Carlo Nordio soon. Among the proposals is the suspension of dynamic surveillance and the open detention regime, deemed responsible for the increase in critical events within prisons. Capece highlights how the current system, characterized by excessive guaranteeism, has led prisons into chaos.

Appeal for a Radical Overhaul of the Penal System

Capece concludes by directly addressing Minister Nordio: “Urgent measures are needed to completely rethink the function of the penalty and the role of the prison, especially for juvenile detainees. A radical reform is necessary to eliminate the current hardships.”
